[cod] COD4 sv_maxclients, ui_maxclients and sv_privateclients

I don't know if it works with an empty password, but we have an Server 
with private Slots. This works realy fine. The server has a 
sv_maxclients of 18 and a sv_privateclients of 2. So only 16 slots are 
open for public and only clanmembers with the password for the private 
slots can join after the server is full.
