You could look into the PB Rcon facility: 
http://www.evenbalance.com/publications/cod-ad/index.htm#pbrcon
People with sufficient rights can perform some specified rcon commands. 
There's also a python script that allows some extra control over your 
server: http://bigbrotherbot.com/ This will probably work just fine for 
Call of Duty 4.
