hiho,

if you dont configure the start - parameter 100% right cod4 will use 
your main-dir.

-startupline using " +set fs_game !!!!!!!!--->"!!!!!!mods/pam4"

+set fs_game "mods/pam4"

I hope this will help you, but I experienced this bug too and i think 
that was the reason
