Also renamed your "Mods" folder to "mods" on the server and if in case also
on the httpredirectserver?

For me pam4 works flawless with it

After installing the hotfix, players who try to join my servers can't manage
to download the mod.ff file. It seems the problem stil persist.

The file listed above is the current 1.3 server with the following fixes: 

- cvars can now be up to 32 kilobytes. In effect, this means you can
have a massive sv_mapRotation now.
- mods now work (files like mod.ff now download to the client properly).
- The _other_ lean bug is now fix, where you had to shoot a person's 
usual head position and not where the head moved during the leaning.
