Hardcore damage issue

Hello,

I have a problem with the hardcore mode. When i set cvar scr_hardcore 1,
damage values are not supposed to be like the other hardcore servers around.
In my servers it only requires one single bullet to kill anyone. Is there a
way to fix this? I tried setting;

set scr_hardcore 0
set ui_hud_hardcore 1
set scr_player_maxhealth 75

But whenever the round changes ui_hud_hardcore cvar reverts back to 0. I
really need to sort this thing out.
