[cod] set sv_fps setting

Same crap happened in Cod2. 

Don't know why they don't test and debug this, every other Q3 Based game
has no problem with this setting, plus more sv_fps makes the game more
smooth.

I tried 30, but it messes up all of the timers in the game.
