Combining maps and skins

All,

Got a question a little while ago I asked where to find good maps... And
found them... At that point somebody mailed that it is illegal to combine
maps and skins. But the problem at this point is when I put more then 4 iwd
files in the server the server crash... Is it really illegal to combine maps
and skins so I can make 1 skin pack and 1 mappack???
