[cod] COD2 / Blocking sv_maxclients ?

I think that it its not possible.
 
Because you can change it with rcon. So members with rcon pass can make the
maxclients higher.
The only thing is that if the server restarts the value in your .cfg will be
used.
 
Or make it that the server automatic changes it every 1 min.
But don't ask me how to do that.

Seems like the easiest thing would be to make the cfg file read only and
chown it to root.  That way, it can only be changed by the admin.
 
Another thing you can do is have the start script execute the command line
from a non-public directory.  The command line can be owned by root, but the
client is running the game, so to speak.
