[cod] Network server settings

In original CoD i personally found sv_fps 30 as the best value if (READ:
IF) you had a decent (lower than ~60) ping to server already. sv_fps 30
decreased it even more and bullet registration was better. If you had
bigger ping than ~60, eg. 80 and sv_fps was set to 30, ping decreased
but bullet registration really fucked up.
After few test in CoD 2, i really would stick in sv_fps 20 because any
other increase or decrease for example with value of five increases half
of the pings, maybe lowers the half. Even tho it would decrease your
ping it still can cause more lag. Atleast in my case i spotted some
spikes and serious lag in lagometer.
My conclusion after few tests and stuff i've heard is that sv_fps is
really useless if you are not playing in LAN :)
