[cod] Server crash dialog error on restart

After making that post, i tried to do it myself and successfully got
COD2 to start with no error every time.  Later i rebooted the server,
the error appeared.  Much later, testing a mod (which crashed the
server) caused the "safe mode" prompt to appear.  So it's intermittent
as best.
