empty server problem

Hi all

Got a bit of a problem with a new server & coduo install

Os FC3 

When the server is left empty for some time, then when you try to join you
don't get the "click to continue" or the select Team Menu, just stuck as
spectator.
Has any one seen this or now how to fix the problem?
