Could you elaborate on what you mean by "totally cpu bound"?

For a single large server #2 would be best for 2 small servers
NOT requiring large CPU requirements #1 would be better.
If your thinking of COD:UO forget #1 and go for #2 as it
would be totally CPU bound on #1.
