I havent got a sv_fps setting, shall I include it....is it set sv_fps "20"?

My pingscan be as low as 30 but are usually around the 100 mark, but a
friend of mine always has a ping of about 40 (even when others pings are
higher). There are also time when everybodys pings go upto about 200 but the
server doesnt seem to lag

With regards to the previous comment, there is nothing running (that I know
of) and it is on run level 3

Thanks
