[cod] Server build D

What I have noticed is that cpu runs at 0% with no one on it. Once 2 people
join server hits 17%. Once users log off, server stays at 17% until you do a
map_rotate.

yes, but i dont know how far the problem are the vehicles, i mean in
mp_cassino there're only 2 tanks, and with 14 ppl CPU load 70/80% all
players with pings of 800 ms.
