You want to use mp_uo_stanjel for the map name.

I had the same problem, when i started up the dedicated server it
loaded the first map in rotation, then just skipped to the second one.
The solution was to remove the "map_rotate" in the cfg file and keep
it on the commandline using +map_rotate .
example:
set g_gametype "ctf"
"set sv_mapRotation "map mp_arnhem gametype ctf map mp_stanjel...." and so
on
map_rotate <--- remove this
It seems it did rotate one time too many if i had map_rotate in the
cfgfile and on the commandline.
