[cod] Problem with base Base Assault CPU load

I saw 16% with 0 players on a CoD:UO server I had running.  I didn't pay
much attention to it since I had to take it down to make room for the BAS
server. :\

We saw something similar with UT2004 Onslaught mode. Something with
the added vehicles and many more variables for the server to track
caused much higher CPU usage for onslaught as opposed to TDM.

I wonder if this might be a similar situation. But, why would my cpu
be at 5% with zero players?????
