There's a few more that i can't recall.  I use GSA myself.  It's nice because i can give people access to kick/ban without giving them rcon.  Serverscan aslo does this.

  What is the best way to manage high pings from users on a COD server? The sv_maxping setting doesn't really seem to do its job very well.

  Which mod kicks users who sustain a max ping over say 125 for 5 seconds etc
