If it were my server, I'd just search the pb logs (cat /pb/svlogs/*.log
|grep -i spads) and ban their GUIDs.  I'm not one to give pub players a
second chance.  Once an idiot, always an idiot.

Depending on what you want to run on your server, if you simply want map 
voting and would be willing to run CoDaM, the Powerserver add-on for 
CoDaM provides voting that's for map only.  People get 3 choices for the 
next map when the current one ends.  A little different than built-in 
voting, but it should avoid the issues you're running into.
