[cod] Map rotation

Should this be done in the location of /usr/local/games/cod/main or the
home/user/.callofduty/main ?

Well you can stop that happening by making sure that it cannot write the
config. All you need to do is make sure the file is not there and then
do:

touch /path/to/file/config_mp_server.cfg
chmod 000 /path/to/file/config_mp_server.cfg

This will create an empty file which the game cannot overwrite (unless
you run as root which is badness x10) - and hence no other cvars will
overwrite yours.

I use "codserver.cfg" in the same manner. but I've found that whenever I
first start the server, it creates a "config_mp_server.cfg" containing
all
of the current settings. Changes only seem to take effect if I delete
this
file before restarting the server.

Yep, it's there and loaded.  Checking the console logs the rotation is
correct at first when started, but then suddenly it's reverted to some
old
default.
