Server messaging script

Here is a server messaging script I put together for SoF2. It seems
to work on just about any Q3 based game. I needed something that sat
on my Linux server and did its job. It will broadcast messages to
your server at a rate you determine. It pulls the messages from a
text file so you can add as many as you want, one message/line. Its
simple and bare bones. It is the first Perl I have done so if you
want to improve it, go for it!
