I installed HIM_1.2 which allows those variables to be set. It was
released for 1.2 but seems to work fine for 1.3 Following is part of the
README. The listed cvars are not available without the 'mod'...I tried
:)

Name: HeadQuarters Improvement Mod (HIM)
Vers: 1.0

Author: Mike Cartwright
Email: mikec @ jolt.co.uk

Date: 31/01/2004
----------------------------------------------------------------------
 What this mod does
----------------------------------------------------------------------

- scr_hq_wavetime

Changes the reinforcements timer in the HeadQuarters gametype.
Doesn't take effect until the next map.
Values can range from 1 to 1440.
Defaults to 45, the built in setting.

- scr_hq_capturepoints

Changes the number of points received for holding the radio for
the set time (defined by scr_hq_wavetime).
Values can be 0 upwards.
Defaults to using scr_hq_wavetime.
Setting this to -1 makes it use the default methods.

- scr_hq_destroypoints

Changes the number of points received for destroying the radio.
Values can be 0 upwards.
Defaults to using the timer, the built in setting.
Setting this to -1 makes it use the default methods.

----------------------------------------------------------------------
 Notes
----------------------------------------------------------------------

This modification is serverside only. To use it, place zzz_HIM.pk3 in
your server's 'Call of Duty/Main/' directory and restart the server.

Subject: [cod] HQ reinforcement timer

Can anyone tell me the cvar to change the HQ reinforcement timer? 45
seconds is a bit long for my taste. I would like something a bit more
fast and furious.

BTW:
I have decided that my server will never show up in my in-game browser
and thus never gets played (yes, I am fishing for pity). Too bad really,
it's on a huge pipe and I ping in the 20s. Nevertheless, I want it
configged correctly. Perhaps the next patch, who knows.
