[cod] More Browser List pains

You're right.  I kept the email I got from codquestions at infinityward.com and
they stated " It's a packet loss issue and since its all udp traffic it
doesn't know. In 1.4 the client is going to do some caching of the servers."
I am not sure what caching the server list on the client will do.  If they
don't get the correct list it will still be useless.

It doesn't fragment packets, it just sends about 30 separate packets
so you might happen to miss one.
