No, "substract 1 from the specified port" does not work (-> not at my
server).
As I have written before it is now exactly the port you specify.

If with the beta version your server was running on port 28960 or 28961
(because the server would run on whatever you set in the command/config +1)
then change the port you are looking on to 28959 or 28960 (basically
subtract 1 from your port number and try to connect).
