Windows CoD server won't switch maps and server name wrong

Couple of things:

1. I have the following line in my config set, but I'm seeing something
different in gamespay.
set sv_hostname "*AREA 51*_CoD powered by KillerGameServers.com"

I see *AREA51*_CoD in gamespy, and the powered by part is missing. Any
idea why?

2. I am using windows 2003 server not linux, and the admin of this box
reports the same map change issue you guys are discussing. At the end of a
map it restarts instead of continuing to the next map. Ideas on that one?

There is a maps.cfg being called from the serverexec.cfg file with
sv_maprotation in it along with all the available maps.
