[cod] Banning - anyone get this to work?

I know the game is less then 2 days old :) 
Has anyone got the g_banIPs to work?

We have set the g_banIPs 1 in the config

Then in game use the addip x.x.x.x via rcon or from the console on the
server

Check the ban list by typing g_banIPs and it returns the IP address but the
person is still able to get into the game. 

I was told to use the banuser banclient but I don't have the format.  Can we
ban via subnet - last measure and the other question, how do we unban
someone.
