[cod] 2 questions

Hi again,
 
I got 2 questions :
 
-                      Is there a command to set drop healthpacks on ?
o        Or is it gametype related ? Cause I saw it one time on a server
but it was TDM I think
 
-                      Is there a command to set the spectator option
off ?
o        Not the killer cam but the spectator mode thing
