pre-typed, timed message from console?

Hello everyone,
 
I have another question in my quest for customizing my server
furthermore. How can I set it up so that people would see in-game
predetermined text from console. I normally do it when I'm in the game
by /rcon say whatever my message is. But I want to automate this and
time it as well, so every 10 or 20 minutes the message would be
transmitted to the game screen without me physically logging in to the
game and sitting there typing it again n again.
