bf1942 not bfv since he said that I hadn't done any digging tbh. I have now and it looks like a ASE master server bug the master on receipt of the heartbeat packet blindly queries port 23000 and 35433 instead of the specified port. The explains why putting the ASE port to 23000 solves the issue but is not a solution if more than one server runs on the machine :(
