[bf1942] Bandwidth advice

Hard to say, really. I've tried tweaking the MaxAllowedConnectionType 
setting, and have found it doesn't really make a lot of difference.. I 
guess the mod in use might make a difference as well..

Bottom line is, I think an absolute bare minimum of a T1 is necessary 
for 16 players or more..
