Moreover, most servers know what map is coming next, so they could warn the 
client well in advance, allowing it to download in parallel with the 
current map and have it installed by the time the map switches.

Yeah, this won't work if the admin switches maps manually, but that's no 
worse than a CPU's prefetch pipeline getting flushed from an unexpected 
branch. Good programmers know to optimize for the common case.
