[bf1942] Admin script does not revoke access on player leave

I can confirm that yes this is broken. On disconnect a client will never be logged
out of rcon and hence the next player to join will have rcon access.
Attached is a fixed version.

N.B. This is also fixed in ModManager v1.0 Rcon

  This is with BF2CC, im not sure if its with the standard script as well, im ASSUMING so, because you guys must have ported the functionality from it.

  What if the client PC crashes, or PB kicks them? Is the event still called then?
