Yer thanks Kevin worked that one out :P I was doing cross windows
Linux testing at the time and the config was not accessible by anyone
due to the way I'd transferred it :(
Filemon from www.sysinternals.com was my friend :)

Steve, the problem you mention is caused by logging into Windows with a user
account that does not have write access to the server's "Settings" folder,
not by DedicatedServer.exe. In this case the server application uses a
config folder created under "My Documents" where it has permission to write.
The solution to this problem is to remove the "ghost config folder" and, of
course, to login with a user account that DOES have write permissions to the
server's "Settings" folder.
