[bf1942] Server Utilization

I have this problem too, but I didn't have it with 1.5.

You can see here:

On the 1-week graph, you can see I upgraded the server late Friday
night.  The CPU usage (for empty server) went from <10% to 20-25%.

The *only* change I made was the bf1942 server upgrade from 1.5 to
1.6rc1.
