[bf1942] interstate 11 to 12 patch

Hm, I tried recompressing as a tar.bz2, but A) striprfa didn't reduce 
the size of the files and B) the bz2 ended up being 7MB bigger than the 
.rar, which I don't really understand.

So, my suggestion would be for people to download the .tar.bz2 I created 
earlier and then use the .rar to patch to A12.
