RtR on 1.31

I must be doing something wrong. I decided to test the map issue with RtR 
and changed my command line to replace "-mod BF1942" with "-mod XPack1". I 
added all the RtR maps to my maplist.con. The server seems to still be 
coming up with Game Id set to BF1942 instead of XPack1. What could I be 
doing wrong?

Here's my complete command line:

./bf1942_lnxded +game XPack1 +dedicated 1 +port 14567 +config
