The flying bug seems to effect all server types and is exploitable on 
many maps, not just al khafji. There was some discussion about this here 
a couple of weeks back. For now your only recourse is to kick/ban people 
who abuse it. Kind of annoying (but it's fun to fly if you haven't tried 
it :) )
