Good point. One of my teammates in Canada had a bone-head ISP for awhile
that would disconnect him every 45 minutes and assign a new address.

While the open source ISC DHCP server present on Linux distros is good at
giving the same address out each time to the same Ethernet MAC, the Windows
DHCP server is very bad about this, so an ISP using a Windows DHCP server
is likely to give a different address out with each power cycle of the
client.
