I haven't gotten a chance to fully test this out yet, but it would seem to have been a RAM issue.  When 2 people are connected, the processor use doesn't hardly top maybe 10% if that.  The RAM was almost completely full due to a possible memory leak in my Counter-Strike server.  I had only 5 mb of the 384 in the system free.  I commented out the script load for cs in local.start and left the script load for bf, and then 'reboot -n' the system.  Once it restarted, it seemed to give much better system performance and I didn't notice any lagging at all.  If anyone could test this out and see if you get any lag, I would certainly appricate it (I am not at home an can not test this out).

The laggyness is more a function of processor than bandwidth. I notice that yours is 700 Mhz. Check out our server at 216.44.36.10 (Grey Wolves Clan). It's on a 1.6 Ghz AMD with only a T1, but it runs with little or no lag, mostly.

Heh, all these listed problems. I just wanted to say that I have a working server in 2 days, thanks the answers here that I did and didn't ask.  Thanks guys.
 
If anyone wants to check it out, jump into 216.106.81.62 (dev.nova-labs.net) in bf1942 on the default port.  It seems a bit laggy at times, in-spite of being on a 2 mbps / 2 mbps connection.  I am still trying to figure that one out.
