[bf1942] RFE: TOS bits in IP packets

This would only work if your local router and your upstream router from
your ISP supported it.  Basic QOS isn't tough, but the routers have to
both support the same version :)

but if i have a slow uplink i could use those bits for traffic-control
on the server-box itself ...
