[bf1942] Remote Console support

I can verify this - I believe it's because the TCP_NODELAY socket option
fails under Win9X. There's no solution other than running under an
NT-based version of Windows.

Thanks got it to work, the problem was not in the server. The remote
console 
only connects when I run it from my XP machine, in my Win89 SE the app
just 
can't connect.
