My preference is the opposite: I don't want the mortal running the game to
clobber any of the distribution files.

But if you really want that, set the mortal's home directory to be the
distribution's directory. (Nothing says that the home directory has to be
under /home. For instance, root's is /root, and apache's is /var/www.)
