[armyops] Bad GL performance

Look at my screenshoots at topic Poor GFx performance
It does'nt matter, there are 2 situations
for ex. (same room, same map same direction of looking etc) I got
1. Local  game  105 fps
2. server game  33 fps
->buggy FPS CLAMP ingeration to game code by SCI & HomeLAN :D
