[aquaria] Missing resources and aqconfig

I gave up on Visual C++ Express 2011 because of its inability to keep
up with a library's recursive header includes (SDL, I think). However,
I did manage to build it properly with an odd combo of tools from
Dev-C++, updated binutils, and cmake.
